Hidaka was born in Yokohama, Kanagawa, Japan, on 27 February 1904. She was one of the oldest survivors of the 1923 Great Kanto earthquake. She was 19 years old at that time. She was mentioned in the special edition of the Yokohama Boyeki Shimpo from 1 October 1923. Her second daughter, Noriko Kato, was alive in September 2013, aged 72.
In September 2013, she visited the Yokohama Archives of History with her daughter. That was the first time in about 20 years that she visited Yokohama. Her age was validated by the GRG on 7 March 2015.
Hidaka died in Tokyo, Japan, on 1 October 2015, at the age of 111 years, 216 days.
