Burden was born in Northampton County, Virginia, and grew up in Norfolk, Virginia, with an aunt and uncle. During the 1918 Spanish flu epidemic, her high school closed down, so she decided to work two jobs and never went back. She worked cleaning homes and in restaurants before getting married and having two children.
Burden lived independently until she was well over 100, before moving in to a nursing facility in Norfolk, Virginia after falling and breaking her hip. In June 2014, at the age of 111, Burden received an honorary diploma from Booker T. Washington High School, 96 years after leaving the school. She died on 22 July 2015 at the age of 112 years, 76 days.
