Mulgrave-Collins was born in Jamaica on 2 April 1909. She had seven children, six of whom are still living as of 2020. According to one of her grandchildren, she has been widowed for over 40 years. She enjoyed gardening, crocheting, and drawing. One of her legs was amputated when she was 90 years old. She is a life member of the Mt Horeb United Presbyterian Church.
Mulgrave-Collins credits her longevity to her faith and not eating processed or canned foods. She eats green bananas, yams, and dasheen. As of 2020, Mulgrave-Collins has 32 grandchildren, 63 great-grandchildren, and 28 great-great-grandchildren. She currently lives in Mt. Horeb, St. James, Jamaica at the age of 112 years, 73 days.
