Tessier was born in France on 2 January 1869. She became the oldest living person in Europe on 20 October 1980, following the death of Florence Pannell, and was the world's oldest known living person between the death of Fannie Thomas on 22 January 1981 and her own death on 8 March 1981. She was succeeded as the world's oldest living person by Nellie Spencer and as Europe's oldest living person by Jeanetta Thomas of the United Kingdom.
